ECONOMIC THEORY AND PRACTICAL ASPECTS OF RUSSIA'S ECONOMIC DEVELOPMENT
The article is devoted to the harmonization of economic policy based on the systemic quality of the national economy. The main attention is paid to two problems: the imperfection and inefficiency of the existing economic system of Russia and the directions of its transformation; the inconsistency of fiscal and monetary policy and the ways of their coordination. The study required an analysis and evaluation of the thirtieth anniversary of radical economic reforms in quantitative, qualitative and social dimensions. Special attention is paid to the role of the state in stimulating technological and social development. A critical analysis and comparison of two approaches to the strategy of development of the Russian economy and its economic policy runs through the entire network.
The article analyzes the current situation of the functioning of the Russian financial system under the conditions of sanctions and the mobilization economy. The role of gold and foreign exchange reserves and cash in the economy is shown. The peculiarities of the manifestation of the «Friedman rule» on the increase of the money supply at a constant rate of 4-5 % in different economic conditions are revealed. Scenarios of economic development of Russia are considered.
MOBILIZATION ECONOMY AND ISSUES OF INTEGRATION OF NEW REGIONS OF RUSSIA
The article examines the new reality of the Russian economy, which consists in a hybrid war waged by the united West against modern Russia. An adequate response to it is the transfer of the Russian economy to the rails of the mobilization economy. Examining the structure and tools of the mobilization economy, the author draws attention to the fact that in general, the mobilization economy is a national economy, whose resources are concentrated and used to counter threats to the existence of the country and the ethnos as an integral system. At the same time, unlike the military economy, in which all economic functioning is subordinated to the requirements of war, the mobilization economy is the economy of an economy in which only a significant part of it is subordinated to military tasks. In concrete historical conditions, this definition can be clarified depending on the degree of threat, military-economic and political capabilities, the willingness of the people to make certain sacrifices for the sake of organizing a repulse to hostile forces. In the course of the analysis, the author suggests measures and tools corresponding to the mobilization and partially military economy.
The article is devoted to substantiating the risks of forming regional integration strategies in the post-Soviet space. The risks are due to the possible danger of material and other losses when the economic complex of the region enters the economy of the partner country. Under the conditions of martial law on the territory of the Russian Donbass, it is recommended to use an economic and mathematical model for the optimal management of stocks of strategic material resources. It has been determined that integration strategies will be effective if the factors of economic and other risks are leveled by tools of diversification, insurance, verification of business partners, legal support of contracts, adaptive forecasting, strategic planning, information support, personnel management, economic security. A method for assessing the risk of additional material costs in the implementation of the integration economic strategy at the national and regional levels is proposed. The methodology is adapted to the system for managing the integration processes of the Russian Donbass within the Russian Federation, which links the risks arising from the formation of integration strategies in the post-Soviet space with the possibilities of strategic planning of portfolio, business, functional, and operational types.
REGIONAL DEVELOPMENT MANAGEMENT
The paper provides an analysis of the essence of the personnel security of regions as an element of their economic security. Various types of threats to personnel security from the point of view of their causes are considered and characterized. Special attention is paid to the concept of personnel sovereignty, which involves providing key sectors of the country's economy and its regions with their own personnel. The experience of the regions of the Russian Federation in implementing the idea of personnel mobilization in practice is presented. A system of personnel security indicators has been developed for the organization of monitoring of the subjects of the Russian Federation. It includes 6 projections, including 24 indicators that characterize various aspects of regional personnel security. The monitoring of personnel security of one of the regions of the Volga Federal District – the Republic of Tatarstan was carried out. Based on the analysis of demographic and socio-economic threats to personnel security, the assessment of personnel security of the Republic of Tatarstan is given. The contribution of advanced engineering schools established in various regions of the country to the personnel and scientific and technological support of the sovereignty of the country and its personnel security was noted.
One of the problems of the domestic state and municipal administration has become the insufficient effectiveness of development programs, in particular the national program in the field of culture. The article attempts to reveal the reasons for the insufficient involvement of the art market in the economic turnover of the city, the institutions of this market are identified. In the final part of the work, measures aimed at activating the local art market are proposed.
This article is devoted to the problems of foreign trade activity of the Republic of Tatarstan. The paper considers the dynamics and structure of foreign trade indicators for a number of years, and also proposes a solution to some problems to improve the efficiency of the republic's foreign trade.
