QUESTIONS OF ECONOMIC THEORY: PLANNING AND POLITICAL ECONOMIC ANALYSIS
The article considers the theoretical foundations of planning: planning, planned economy; theoretical and methodological foundations of the transformation of plan ning into a universal form of economy; functional levels of planning. The merits of planning and planning of the economy of the national and civilizational level are reflected. Particular attention is paid to the potential for planning in solving the problems and threats associated with the projections of the new technological revolution.
The article presents the author's position on the existence of limits of technological structures in the development of human society. The provisions on the role of human energy as a source of bioengineering and information and commu nication technologies are substantiated. The essence of the category "technological way" as a political economic category is formulated.
THEORY AND PRACTICE OF ANALYSIS AND MODELING OF SOCIO-ECONOMIC PROCESSES
The article focuses on the theoretical and methodological problems of forecasting the budget of science based on the standards of financing at the micro level. Rationing of research and development costs is an integral part of the manage ment of scientific and technological development, which consists in determining, jus tifying and adjusting the quantitative values of norms and standards using various technical and economic indicators that characterize resource needs, as well as their condition and use.
The authors analyzed the innovative methods used to improve the effectiveness of advertising on the Internet (on the example of insurance companies). It has been established that in order to increase the effectiveness of advertising, it is necessary to improve the implemented advertising strategy in order to increase the number of customers of the company at the lowest financial costs. As a result of the analysis of the advertising activities of insurance companies, it was found that an ad vertising campaign on the Internet is not effective enough without the use of end-to end analytics methods. Based on the results of the analysis, the authors proposed a set of measures aimed at increasing the effectiveness of an advertising campaign on the Internet in order to improve contextual advertising by adding as many low-frequency queries on the topic of insurance to the semantic core as possible, developing a multi landing for targeted advertising, and developing a multi-landing for contextual adver tising. One of the types of multi-landings has also been proposed, the main task of which is to inform customers about the insurance product, with a focus on specific requests and potential policyholders.

The purpose of this article is to reflect on the first interregional conference "Socio-economic interaction of small and medium sized enterprises and society" held within the framework of the forum, to outline new scientific approaches to the problem of entrepreneurship voiced during the conference and to present regional issues. Methodologically, the authors relied on the principle of complementarity, theoretically - on a synergetic approach. Structurally, the article is a combination of a story about the positions of the conference participants with the opinions of the authors.
