The scientific article systematizes the conceptual and categorical apparatus for the implementation of economic policy at the municipal level. The criteria and measures of the effectiveness of economic policy within the powers of local self-government are substantiated. The toolkit for monitoring the effectiveness of economic policy at the municipal level, which includes administrative, economic, informational and organizational tools, has been studied. A conceptual basis for the implementation of economic policy in the field of municipal government is proposed. A comprehensive approach has been developed to assess the effectiveness of financial and economic measures aimed at developing local industry, using the methodology of applied econometric modeling.

The article is devoted to the organization of public private partnership from the point of view of the analysis of the primary prerequisites, forms and methods of implementation of this system in pre-revolutionary Russia. The authors believe that historical studies of their own economic experience are prerequisites for the formation of domestic political economy. Russia needs its own economic theory. Without import substitution in their heads, the country will not be able to become sovereign and independent. It is necessary to take into account the university experience of teaching economic theory during the period of socialism, when more than 200 academic hours were devoted to the study of the history of the national economy. To do this, it is necessary to actively study the Russian historical experience, which was presented rather one sidedly in the USSR in relation to pre-revolutionary Russia. In other words, it is necessary to "plunge" into the history of the Russian Empire again, but not in a biased way. The history of the PPP institute in pre-revolutionary Russia, according to the authors, carries a lot of useful and instructive both for teaching the history of economics and for teaching the history of economic thought in Russia. It is based on the experience of teaching these disciplines that the authors consider the topic of the article to be quite relevant.

The paper provides an analysis of the essence of the personnel security of regions as an element of their economic security. The threats to personnel security that are relevant for the majority of the subjects of the Russian Federation in modern conditions are highlighted. A system of indicators has been developed to assess the scientific and educational component of the personnel security of the regions, which includes 8 indicators. The evaluation of the scientific and educational potential of personnel security of one of the regions of the Volga Federal District – the Republic of Tatarstan. Based on the analysis, the main trends in the scientific and technological development of the republic are highlighted. The specific steps to ensure personnel security provided for in the framework of the implementation of the program "Scientific and Technological development of the Republic of Tatarstan" for the period up to 2030 are considered.

The events of recent months, starting from February–March 2022, including the sanctions crisis, as well as the consequences of the global financial crisis have caused significant damage to the activities of many economic entities, including financial institutions. The article describes the main features of the modern global economy and the measures taken by the Central Bank of Russia and the Moscow Stock Exchange to stabilize the situation in financial markets. The most significant factors of the transformation of the Russian economy, which have a systemic basis, as well as shock changes, are identified and analyzed; stimulating and negative factors of further global economic development are presented, taking into account objective and subjective processes, growing shocks and threats, which have an impact on increasing uncertainty and instability of the world economy as a whole. The actions of the Bank of Russia and the Moscow Exchange and their effectiveness in ensuring the financial stability of the Russian market are evaluated.

Within the framework of this article, a study is conducted of the features of the implementation of partnership financing in the Russian economy. The article pays attention to the first attempts to establish partnership finance in the world and in Russia, and also analyzes the global market for partnership finance and analyzes the assets of partnership finance in Russia. The transition of Russian partnership finance to a practical level is noted in connection with the adoption of Federal Law No. 417 FZ dated 08/04/2023 and the argumentation for the choice of regions is given. The article discusses the basic changes adopted in the experimental conditions that contribute to the more effective and accessible formation of new Islamic products. For a more visual representation of the implementation of partnership financing within the framework of the ongoing experiment, the experience of Sberbank of Russia PJSC in this direction is presented. The prospects for the development of partnership financing in Russia are revealed.
