Editorial Policies

Aim and Scope

The purpose of the journal is to publish the results of research in the field of economics by researchers, researchers, teachers, specialists and to provide interested persons with materials for scientific substantiation of decisions in the state and municipal policy of socio-economic development and business management.

Tasks of the journal:

  • providing researchers, researchers, teachers, specialists with the opportunity to publish the results of their research on economics;
  • to promote scientific exchange and cooperation between Russian and foreign economic scientists;
  • involvement of reputable domestic and foreign economic scientists and specialists of the highest level for publication in the journal;
  • attracting the attention of the scientific and business community to scientific research on the subject of the journal;
  • familiarization of the general public with scientific publications in various spheres of the economy.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The review is open. The review is carried out in two types:

  1. Collective review of the Department of Economic Theory and Economic Policy  Naberezhnye Chelny Institute K (P)FU.
  2. Individual review, open, free. This type of review may later be changed to "dark", "mutual dark", but the institution of reviewing itself will remain throughout the entire functioning of the scientific journal.

The review is carried out according to the following indicators:

  • compliance of the content of the article with its title;
  • degree of scientific novelty and relevance;
  • the significance of the statement of the problem (task) or the results obtained for the further development of theory and practice in the field of knowledge under consideration;
  • completeness of the topic disclosure;
  • language and style of presentation;
  • completeness and quality of conclusions;
  • compliance with design requirements.

The final part of the review should contain reasoned and constructive conclusions about the manuscript as a whole and a clear recommendation on the publication of the article or revision of the article (indicating the inaccuracies and errors made by the author) and re-reviewing, or rejection of the article.

 

Publishing Ethics

All articles submitted for publication in the journal "Regional Economic Journal" are reviewed for originality, ethics and significance.

These provisions are based on the Recommendations on the Fair Practice of Scientific Publications of the Committee on Ethics of Scientific Publications.

  1. Decision on publication

1.1 The editorial board of the peer-reviewed journal "Regional Economic Journal" is responsible for deciding which articles will be published in the journal. The decision is made taking into account the reviews submitted for the article.

1.2 The Editorial Board adheres to the journal's policy and acts within the framework of legal requirements, since it is responsible for copyright infringement. The editor can consult with other editors to make a decision.

  1. Confidentiality

2.1. Reviewers or any of the editorial staff should not disclose any information about the submitted manuscript to anyone other than the author, reviewers, potential reviewers, other editorial advisors and the publisher, since it is confidential.

  1. Disclosure of information and conflict of interest

3.1. Unpublished materials contained in the submitted article should not be used in the own research of the scientific editor and reviewers without the special written permission of the author.

 

Reviewers' responsibilities. Reviewers assist the scientific editor in making an editorial decision, and also help the author to improve the work.

  1. Confidentiality

1.1. Any manuscripts received for review should be treated as confidential documents. They cannot be shown or discussed with other persons, except those authorized by the editorial board.

  1. Confirmation of sources

2.1 Reviewers must identify the published work that has not been cited by the author. Any statement that an observation, origin, or argument has been previously reported must be accompanied by an appropriate reference. The reviewer must also inform the editorial board about any significant similarity or partial coincidence between the manuscript being reviewed and another already published work that is familiar to him.

  1. Disclosure of information and conflict of interest

3.1 Private information or ideas that have arisen during the review process must remain confidential and cannot be used for personal interests. The reviewer should not review the manuscript if there is a conflict of interest as a result of his competitive, partnership or other relations or ties with any of the authors, companies or organizations associated with the publication material.

Responsibilities of authors

  1. Originality and plagiarism

1.1. Authors must ensure that they have written a completely original work.  If the authors used the work and/or words of other authors, this should be indicated and quoted accordingly.

  1. Data access and security

2.1. The author should be ready to provide access to the data related to the publication material, if possible. In any case, the author should be prepared to keep such data for a reasonable period of time after publication.

  1. Reusable, redundant or competing publication

3.1 The author should not publish papers that describe essentially the same research more than once or in more than one journal.

3.2 Submitting a manuscript to more than one journal at the same time means unethical publishing behavior and is unacceptable.

3.3. The publication of a certain type of articles (for example, translated articles, etc.) in more than one journal is in some cases ethical if certain conditions are met. Authors and Editors of interested journals must agree to a secondary publication that necessarily presents the same data and interpretations as in the first published work.

The bibliography of the primary work should also be presented in the second publication.

  1. Confirmation of sources

4.1 It is necessary to provide proper confirmation of the works of other authors. Authors should cite publications that were important when creating the claimed work.

  1. Authorship of the material

5.1 Authorship should be limited to those persons who have made a tangible contribution to the concept, project, execution or interpretation of the claimed work. All those who have made a tangible contribution should be included in the list of co-authors.

5.2 The author must ensure that the list of authors contains only valid authors and those who are not related to this work are not included in it, as well as that all co-authors have read and approved the final version of the article and have agreed to its publication.

  1. Disclosure of information and conflict of interest

6.1. All authors should report if there is a financial or other conflict of interest in their work that may affect the results or interpretation of their manuscript.

  1. Errors in published works

7.1 If the author discovers a significant error or inaccuracy in his published work, his duty is to immediately inform the editorial board of the journal or the publisher and cooperate with the editorial board in correcting errors.

  1. Publication fee

Publication in the journal is free for authors.

  1. Disclosure Policy and Conflicts of Interest

Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the Author.

Information or ideas obtained during the review and related to possible benefits should be kept confidential and not used for personal gain.

Reviewers should not participate in the review of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relationships with any of the Authors, companies or other organizations associated

with the submitted work.

  1. Borrowing and plagiarism

The Editorial Board of the journal "Regional Economic Journal", when reviewing an article, can check the material using the Anti-Plagiarism system. In case of detection of numerous borrowings, the editorial board acts in accordance with the COPE rules.

When referring to an article published in the journal "Regional Economic Journal", the publisher asks to post a link (the full URL of the material) to the official website of the journal.

Publication in "Regional Economic Journal" is free of charge for all the authors.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Regional Economic Journal" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in "Regional Economic Journal", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Regional Economic Journal" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
