Structural imbalances in the labor market of Russian single-ining shortage (on the example of the city of Naberezhnye Chelny)
Abstract
This article examines the transformation of the labor market in single-industry towns in the Russian Federation amid record-low unemployment and a structural labor shortage. Based on an analysis of theoretical approaches and empirical data for 2024–2025, the evolution of state policy in supporting single-industry towns is examined. Particular attention is given to the experience of the city of Naberezhnye Chelny as an example of successful that has generated fundamentally new challenges in the area of human resources. The paper proposes a typology of single-industry towns based on their labor market status and develops entiated recommendations for various categories of territories, as well as for the federal and regional government levels.
